Judged on transfers that weren't yours

In FM08 I had a problem where I would take over a club outside the transfer window. However, future transfers were already made by the manager before me, and sometimes the players they bought would be horrible. That had an effect on my confidence rating because everyone thought I had signed a dud. Well, I had no control over his signing so how is that fair? Is it fixed now?
