FM09 Players and their ambition vs greed mentality - a question to SI

Before embarking on a career game I should like to know the answer to the following:

How will players decide whether to sign for a Rich underachieving club or an established successful club (that will not give in to their pay demands)?. Even experts seem to disgaree IRL making this a matter of opinion, however for the purpose of the game code that needs at some point to become a matter of fact. How will SI influence that decision making process resulting in the players final decision on his own transfer fate?

I am a Man City fan and wish to start a City game on 14 Nov however consensus of opinion sees City as a "Mid table" club - albeit with potential, hence the question. The answer of how SI approach the issue will effect greatly the "playability" of a City, QPR type club I imagine.

Money talks, I'm sure.

On FM08 it's mainly down to reputation of the club, hopefully you can tempt players to lesser clubs on FM09 by dangling a big, fat juicy worm in front of them.
