I doubt PA would determine value as the AI should not know about this value and use it in game. A player with a higher CA is going to be worth more, a player with a higher PA is going to rise in value faster in many cases and be worth more when hes younger. Having a successful season (internationally and domestically) will raise the value/reputation of any player and the better a team performs the higher their reputation will be and so the faster a players reputation will rise and in doing so the value.
