By and large (Chelsea and Anelka excepted), even the biggest clubs tend to spend all that much in January. The big bucks get spent in the summer (which is partly why January is quieter). I agree, teams often make a few, low money signings in January but wait for the Summer where transfer prices are more reasonable and teams are more willing to let players go.
