Work Permit.

If it's rejected or rejected on appeal you can still sign him and send him to a foreign feeder club until he becomes a national there. If he agrees a new contract with you while at that club, a new work permit will be applied for and if he's eligible, will be given a work permit. I've seen that happen a few times.

I had a deal accepted for Carlos Villanueva and he accepted my offer, but he did not get a permit, is there anyway he can get one?

Appeal, make sure you have a club you can send him to though so he can get his EU passport.

The permit system is broken completely if you ask me, Arshavin didnt get a permit in my online game even though he had over 50 caps, yet i signed a colombian player 20 year old, no caps and only 5 first team appearences.

It just seems so 50/50, i managed to sign Villaneuva but he didnt get a permit so i sent him to feeder team in belgium for 3 years, at the end of which another club took him from me for nothing, i was not amused!
