This year in the Under 18s leagues , clubs are allowed to play 3 over 18s in their team . Will this be the case in FM09 ?

What league are you playing in? If it now part of the official rules then it will be in the game.

I thought U18 leagues in England (in FM) are regional-based rather than Premier League/Football league based?

Theya re regional based , but they are dependant on stature of the club i think.

So how can Premier League U18 teams start playing 3 over-age players if they are in the same league as a Blue Square North U18 squad?

They arent in the same league as BSN/S teams

IIRC the leagues are a mixture of Premierleague teams , with a few championship teams. And possibly high status L1/2 teams e.g.Leeds/

Must be different in real life to game then because I've definitely played BSP teams' U18s with a Premier league club.
