Restrictions for Spain are against "non-EU players, not including Africa", which means S. and N. America, the Caribbean, Oceania, Asia, and the Middle East. However, players from S. and Central America only take 730 days to naturalize in Spain, so this can mean bringing in these players even in their mid twenties, playing them as one of your designated foreign players or sending them on loan, and then having a party when they take Spain as another nationality. Some countries, like the horrible insular-looking country I happen to be from, would make sure they had an opt-out from something like this, I'm sure. I don't think it is valid across the EU.
