Can you manage, as one person, the National team in addition to the U21's and U19's?

No, you have to hire U21 and U19 managers, it is possible to manage U21 and U19, but not both and not at the same time as being first team manager.

I had a second person as U19 manager and offered them the vacany U21 job. They then left the U19 job automatically. Are you sure you can do both?

No, you can't do 2 jobs at the same time, but you can manage any of the teams individually.

I have an international question, too.

I always thought you got unlimited substitutions in international friendlies. And I thought that all the players not named in the starting eleven were on the bench in international friendlies. But I just played one with England and I was only allowed nine substitutes, and it only let me bring seven of them on. Is this right?

That's right Mike7077, it was a rule brought in because so many subs were being used in International Freindlies e.g. Sven changing the whole team at half time.

I don't think you can interchange, the International jobs are actual jobs that the managers complete specifically rather than a job a coach does on top of his coaching duties at club level.
