For example you could buy the game and install it on your computer. Then you could lend the disk to someone else who hasn't payed for it, and they could install it. That way people who don't want the disc in for genuine reasons can easily eject it and continue playing, whereas people who want to play the game without the disc because they are trying to break the law aren't able to.
