Loaning youth talent out

I am playing Chelsea, in the 2017 season, I have quite a few 4 star potential 17-18 year olds but NO ONE wants them on loan, I can loan them to my feeder clubs, but only one or two make it to the first team.

Is there any solution to this?

Well, they can have the potential, but they might not have the CA yet , that or they might just not want to drop down to the level of clubs that would be interested, so the clubs dont get interested in the first place.

Although to be honest, with the whole homegrown rules, I try to keep loaning to a minimum, so I'd suggest trying to improve them with tutoring, reserve and u18 games, and the odd game where you think you can let them play in the first team, like cup games etc. If you can do that, and develop them enough, they might become a more attractive loan signing.
