He recognises he isn't good enough for your first team and wants to play football hence: "Hoping to gain experience from going on loan" but a mix of some or all of the following are causing him to turn them down: A) Loyalty to your club. B) He feels he is too good (High rep) to play for the clubs you are offering him to. C) Players are less likely to move to clubs in the same leagues (rivalries issue - slight bug?)
