If another country sailed to Europe could they compete in the Euros?

If there was a natural disaster or something that forced another country to sail to Europe then could they compete in the Euros? Be a bit ridiculous for Japan or whoever to go all the way back to Asia for WC qualifying if they've sailed to Europe?
