I finished second in my group, with a better record than half of the other second place qualifiers, yet I didn't qualify for the playoffs? Only to the same extent that teams who played Faroe Isles or Luxembourg are penalised. Plus, not all groups have the same number of teams, so they need to discount a team so as to compare like to like. For example, European Group I for 2014 only has 5 teams. If they did a straight comparison, the 2nd place team in group I would have a deficit of 6 points (assuming the minnows were always beaten).
