I managed to convince the management to build the new stadium. the work was to end after 1 year. now if I go to see the leadership, the works are finished but did not receive more news, no delays .. no. when I see the blue bar is full and it says "scheduled" .. is a bug? another problem. in seven years I could never find a team affiliated. Scheduled may mean they are about to start building the stadium(haven't played the game for a while so can't remember much, and this is based on what I can remember but for training facilities).
