Can't get a job - unrealistic employment system?

I can't make head or tails of how you get jobs on this game. In Belarus, I've taken Pinsk from lower mid table in the second tier and established them as a top 5 team in the top tier with minimal resources. When I decided it was time to move on and get a bigger job in Belarus, I resigned and now I can't get a job anywhere.

Surely if this was real life, you'd be able to get a job in the top division at this point, probably at a higher level, but if not, certainly at the same level as I took Pinsk too.

Frustrating!!
