What does it mean when you don't have a listed pitch condition?

I'm curious if anyone else has been in a situation where the game doesn't list a pitch condition for their stadium.

I noticed that the only thing manager would talk about with my stadium is the fact that its pitch is terrible. I had a look into it and noticed that all year around my stadium condition is listed as terrible, and I have no ability to ask the board to relay it as its not my stadium, although I appear to not pay any rent either. After a match I check to see what the pitch was listed as now, and to my surprise it had no condition listed, it just didn't reference my pitch condition at all, anywhere. The stadium is the 'The Shay' which FC Halifax plays in.
