JCA Ability for staff.

How does Judging Current Ability work for staff members?

Does it 'weigh' the attributes for a position and assign a star rating based on that? Or does it still run off the 'total' hidden CA stat?

Just curious as 2012's version seems to be much more varied in its reports. A 1 CJA staff member was suggesting crap players as better than top players while a 10+ JCA was getting the estimates more in line with what I was thinking, but I still don't know if they're running off the hidden stat (and thus are still misleading) or if they're taking into account the proper attributes?
