International Competition Host = home games?

Is the host to international competition like World Cup/European Championship considered to play home games (therefore they get the bonuses of home games while everyone else they're facing would be considered as away team and get the penalties that clubs away games get)? I know it might seem like an obvious question but I honestly don't know if this is the case
