Rented Training Facilities

I've tried searching the forums for an answer, but found nothing conclusive.

In my first season with Vauxhall Motors, the board got us into administration by building a new stadium. Since then we've had "good training facilities (rented)". I'm in 2nd season in EPL now, 30m pounds in the bank, but I still can't upgrade or build training facilities. The option is greyed out, while at the same time I can freely upgrade youth facilities which have never been rented.

I need to know whether I'll be able to build/upgrade training facilities or I'm stuck with rented until I get to build a brand new stadium accompanied with training facilities.

Since I have no facilities of my own, I worry it may adversely affect my youth development.
