FM Editor - How do I give my new club a 300 p/w wage budget?! It sits on 65 p/w !!!!!

So I created a brand new club in the Blue Square South and created about 4 players for the club. 3 of the created players are on amateur contacts and one is on a part time contract. The rest of the squad is to be automatically generated when starting a game. I've set all contract types to Non-Contract.

No matter what I do auto generated youth get assigned a 5 p/w youth contract and no matter what I do I the board always gives me a ~70 p/w wage budget when my current wage budget is at ~170 p/w (yes, technically I'm *OVER* budget.)

In the editor I have my remaining wage budget set to 300 p/w and my balance @ 10,000.

A team like Vauxhall in the Blue Square North has a balance of -75,000 but still receive a 350 p/w wage budget when starting a new game. My new club has a +10,0000 balance but only 65 p/w?!

I double checked and my clubs starting rep is @ 1200 - same as Vauxhall motors.
