When it comes to scouting is it better to go for the highest attributes or look for scouting knowledge just as much. For example the best scouts I can get are all Finnish and have JA and JP stats around 12 but only have knowledge of Finland. The best scouts with knowledge of other countries (Sweden, Denmark, etc) have stats around 9 or 8. Is it better just get the high stats and just send them out even though they dont have knowledge of a country or get the lower stats but higher knowldge?
