Will Europe play hinder new stadium?

Playing in Germany with Darmstadt currently in 2016/17 season having taken them up into first league and qualified for European Champions cup.

Now the problem is the stadium takes 19000 but only 4000 of those seated hence in euro play I can never get above 4000 meaning this drags down my average attendance Alot.

Stadium is owned my Darmstadt II so I cant ask for expansions to get more seated spots either. Cant even ask to buy it it just states "is owned by another team".

In league play I usually get around 95% attendance but coupled with a few euro games that % goes down alot so the simple question is will this stop the board from ever seeing that I fill the stadium and therefor never seeing a reason to build a new one? I understand 2016 is a bit early to get a new stadium and I dont expect one quite yet but I would like to know if this is hindering it even further.

Just got board to approve a new stadium in 2017/2018 season so to answer my own question if anyone else is wondering sometime it doesnt seem to effect their decision.
