If there a way to increase staff salary?

My financial status is excellent and my payroll budget for player increased. However my staff max salary keep remain low, with no improvement. I cannot find any function to ask board for help, my payroll budget is 16,500p/w payroll total is 11,000p/w

but max salary is 425 p/w
