transfer window? players being offered all season, "not for sale" or cost more?

had this in 2 seasons now.

arsenal offering oxlade chamberlain to clubs for half a season i had no funds available so decided to wait until they become available, the season ends i put that offer in. player is not available at any price what has changed? why is now happy to be at club, with only 6 appearances all season?

also liverpool were doing the same thing with carroll except they put the price up during the window. this surly isn't right.
