Kicks From the Penalty Mark - Reduce to Equate?

This almost came up for me, but now i'm curious if it's actually in the game.

In a cup match, my team were involved in kicks from the penalty mark to determine the winner. My opponent had a player sent off (in the 118th minute, no less!).

According to the Laws of the Game, i should not have to choose 11 kickers. Rather, i can remove one player so that both teams have 10 kickers each. Out of curiosity, i decided to choose all 11 of my players anyway. The game did not stop me from doing this, which it should have.

The kicks only got to the 7th shooter, so i didn't get to see if my 11th shooter would participate. So now i want to know: is this rule implemented in the game? Would my 11th kicker have taken a shot if it came to the 11th round of kicks?

I almost wanted to load the save into VMWare and set it up to go the 11th kick, but i've already saved over the autosave files.
