I'm waiting to approach to sign players until the league table resets - assuming this is when the club rep will go up. I think it resets at the end of June - is that also when the club rep goes up? You may get the biggest boost or decrease of rep once the season resets but it also goes up when you sign a high profile player, when you win a cup, when you upgrade facilities and so on.
