Just started a new game with the Donkey Lashers and drew Rotherham in the League Cup.

On the day of the game I received this message in my inbox, stating that Howard Webb was refereeing my game in this Battle of the Roses clash.

Howard Webb is from Rotherham. Surely this would not be allowed under competition rules (that's competition rules not laws of the game!).

No this would be fine. Generally referee's if they have an allegience declare it to the FA and avoid games from that team. Assuming he does not support Rotherham its not a problem.

For example on Mark Clattenburg - (Wikipedia 2012)

"he is a Newcastle United fan, and therefore does not referee competitive games involving Newcastle"
