Eligible for new nation - when?

Is this information available somewhere? In Kazakhstan, for example, the required time as a resident to apply citizenship is 365 days, but you're actually not eligible to play for their national side until you've lived there for five years. I've had a look in the editor, but couldn't find anything. Is five years sort of a new minimum requirement for FIFA members, or is this simply Kazakahstan's own decision?
