Cannot hire semi-retired players as staff.

While trying to fill up my backroom staff with some young, cheap scouts, I've run into a few who won't even negotiate with me.

The reason given is "<Player name> has retired from this level of football" on a dialogue box I can only close, not interact with. Checking the players' information page informs me that they are indeed "Retired from professional football". This is fine, but I don't want them to play professional football, I just want to send them to exotic, sunny locations, looking for players. I'll even pay them, which is more than they are getting from their current, unpaid amateur contracts.

I'd like to be able to at least ask them what it would take to give them a wage and hire them. Alternatively, put up on their information page a line saying when they will retire from playing football completely, so I know when to make a note for to remind me to ask them again.
