http://community.sigames.com/showthread.php/279162-Football-Manager-2012-*OFFICIAL*-FAQ?p=7184711&viewfull=1#post7184711 is the solution to install from disk step by step, but it WILL need to download and install the latest update as well, so it still has sections to download.
install disc and select autorun?
when i put the disc in it says choose language.. then install fm.. then it goes to steam to download
so clearly the FAQ is wrong

Have you done the steps it says to before you insert the disc, or just put the disc in straight away?

Have you made sure that you have done these steps first:
Now Steam will be trying to download the full game. Please follow the instructions below:
1. Click on 'Games' followed by 'View Games Library'.
2. Right click on the game and click 'Delete local content'. The non-installed information will appear next to the game.
3. Close Steam (File, Exit).
* Ensure STEAM is not shown near Notification Area (system clock). If STEAM is shown in the Notification Area right click on the STEAM icon and select exit.
As IF steam is running, then steam will go straight to download instead
4. Insert Disk 1 into your DVD drive and select Autorun.
it doesnt mention autorun atall

In that case i would post a bug report in the bug forums, as if you have followed the instructions to the letter it would appear there may be a bug....
