after playing for certain time depends on the region, he should be eligible for playing to that country, if they choosed to do so.

lets say, Man Utd's fabio, moved to Al Gharrafa and played 3 or 5 years I don't know exactly, but he'll be eligible to play for Qatar national team, if he didn't play for Brazil.

Looking at the foreign players at Qatari clubs on my game, none of them seem to be 'accumulating days' to get citizenship. So I would guess the answer is no.

The editor says -1 as the years to gain Qatar citizenship, I would guess that means they cannot gain Qatari nationality.

I think the Qatari authorities can bestow citizenship upon you at their choosing. This is happening in Qatari football, where the authorities are giving citizenship to players (mainly from South America) in order to improve the national team. But there's not that many currently playing for the team.

Yes, Qatar Authorities can give citizenship for services to country, but recently if you go view the people that they give citizenship is not for services but interesting of have that person represent the country.

Sounds like a difficult thing to integrate into the game. Who or what would decide who gets offered citizenship? Could be random I guess.

They can just input the FIFA 5 years residency rule for Qatar. After that, the player can decide for themselves if they want to play for Qatar after getting the citizenship.

From memory there is an Aspire team in the game, you could (maybe?!) include citizenship as part of signing a new contract for people based at that club.
