Nottingham Forest
Your transfer budget is only a budget. More often than not, you don't actually have the money if your bank and it's what the board have made available for you to meet your requirements. Should you spend some, or all of it, the board will probably expect a better finish from you that season. If you don't spend any of it that money will disappear as it isn't actually there. It doesn't mean that it would be a good idea to spend it all though because if you do you could put your club in financial difficulties.
Guest
Once you get to the start of the next season the board will offer you a new budget based on the current financial situation, if you had a £10m remaining on your previous seasons budget this does not rollover or guarantee a minimum budget of £10m for next season. Scab
It just stays in the bank, as opposed to being subtracted from your total balance if you spend it.
