AI squad rotation is evidently non-existent

I run a holiday test-save with Gloucester and have acquired a team of quite promising youths at that level. I went into FMRTE to give my assistant 20 in squad rotation and 20 in use of substitutes.

This is the result of that experiment, february:

It may be the case that an assistant when you're on holiday is not programmed to use his squad rotation philosophy at all, but why isn't he? He has basically not rotated at all, there are less than 15 players who are match fit!

If this is how the AI lets youngsters gain first team experience to develop, it is no wonder that none of them profits from a good youth setup...

I hope that SI fixes this issue soon, or at least confirms that assistants don't manage the squad as if they were managers.
