Getting Access to Other Countries players

Hi,

I may have this wrong but I believed that with FM12 you could access databases of players mid-game if you wanted to sign somebody. I wanted to sign David Templeton from Hearts but I had not got their players available - only a few of them even when I activated scotland as a playable league.

How would I make that part of the database available and could that be done once a game has been started?
