Verify Cache and Licencing Issues?

With people having to verify their cache after the last two mini patches, I am just wondering whether this process has been built in by SI to address licencing issues? When you verify your cache it re-downloads any files that you may have deleted when you created your game.

Hardly. I've not had to verify anything and the patches have installed fine. It's just a Steam error that some people are unfortunate enough to get.
