Sending players out on loan?

I have a save game with blackpool and after seven seasons I am a mid-table premiership team. Ive signed a lot of young players recently with good potential but the only problem is they can't get into my first team yet, but I am finding it almost impossible to send them out on loan as I never get any offers for them. Ive tried everything from offering them out on loan for zero percent wages to listing them up for loan and waiting, but Ive had about one loan offer for one of the 10 ish players in two seasons. The players are decent enough aswell - they could get into most championship/ lower prem teams. Does anyone have any ideas why this is happening? On all the other FM's I could get all my reserves out on loan easily. All help and comments are appreciated. Thanks.

i would try and get a feeder club in the lower leagues, i had your problem, this is a good a good way to get them some experience.
