the unrealistic transfer filter

In games gone by asking your assistant to block unrealistic transfers resulted in only people that were interested in joining my club show up on the search. I wandering wether there was a change to this, Reason bieng that with athletico club bilbao I blocked unrealistic transfers and was left with a ridiculously low amount of players available to sign. I would like to know wether there is is any other factors that now come into play when your searching for players.

With Bilbao that will be because you can only sign Basque players.

Athletic Club Bilbao are only allowed to sign Basque players iirc and I think players who are under 18. So this would explain the lack of players .
