Resource Arhiver - What is it?

Could someone please explain what resource archiver is please? I've tried the search function but all I found on it is people want it in the full game. No explanation.

i think you can get the hints&tips off the game and put them into a handy word file (so you can view all of them)

Most of the graphics used for FM's default skins are stored in special archives in the game folder. The resource archiver allows you to open these archives and extract the files, which is pretty essential for making skins. If you don't make custom graphics for the game, it's unlikely you'll ever need the archiver.
