how do you go about buying someone..

Basically what the title says, how do you go about buying someone, sounds stupid but i mean the process of it? do you always scout etc first?

I definitely scout first and at least once. It can highlight whether you're wasting your time (he's not interested in joining), gives you a very ball park figure of fee/wages price needed and highlights some hidden things like nervous in big matches, injury prone, takes time to settle in country etc.
