International manager question

In FM2010 (or 2009, can't remember) playing as a manager for a nation you had the option to tell a player to get first team football if he wanted to be called up again for your nation. Why this option is vanished last year and this year too (didn't see it in the demo)? It was very useful and i don't understand why we can't use it now, as a lot of good player rot in the bench or even in the reserves.

And i think it's time (next year) to completly revamp the transfer market module.
