The organisers picked the 16 clubs who they considered to have the best academies in Europe. More teams are likely to be involved in future tournaments as the competition expands. And I would therefor assume that participant teams will allways be the same, as there is no way for the game to predict how it is going to evolve. I can envision that if the tournament is successful, it might become an official UEFA sanctioned event, and that would imply some qualification mechanism from national youth leagues. Only if and when that happens in real life will that be reflected in FM. Not even sure if it is possible in the editor to create a competition for youth teams. Doubt it somehow. Long story short: you have to pick one of the currently participating teams if you want to compete in the tournament (and take control of your team's youth side).
