I thought it was about 6 weeks till their contract runs out was when you could offer them a contract. I just set notifications on players like that, then I get one saying x's contract is running out in x months, and tend to go see if I can offer him one. Yup, that's right, I sometimes find putting a good word in about them to the media helps unsettle them so they don't renew their contract either!
