Scouting not allowed?

Basically just a question for anyone who might have managed in Israel.

I'm playing as Beitar Jerusalem, and the club won't let me employ any scouts. There were none there to begin with either.

I've played a season, won the league and so I'm set for Champions League qualification - and the board still won't let me sign any scouts. I'm not even allowed to talk to them about it.

Looked around the rest of the league and some teams have one scout, others have none. It's a bit bizarre and really frustrating.

Anyone know how I can get around this. Tempted to cheat; don't really want to but I can't turn Israel into a footballing powerhouse if there aren't any scouts allowed.
