Problem with scouting reports

I have a problem with the scouting reports my scouters give to me - considering I always have scouters with judging ability and potential at more than 16-17.

I like buying young players and sending them to play for the youth time for 2-3 years, while also bringing them to play for my team sometimes, for cup games or easy encounters.

When I find a good three-star player, I buy him and send him to my youth team. When he comes in and I check the coach reports, they suddenly drom to 2 stars or 2 and a half stars. Why is this happening? I think my scouters should be good enough to only recommend good players.

Also, I follow these young players for several years until I move them from the youth team to the senior one. F.x. one player is 15 and has 4,5 star potential. If I check in a year time, he is very likely to only have three stars potential, even if he also played some time for the senior team and was employed game by game in the youth set-up.

What is happening with all these scout reports?

Your team is getting better so his reccomendation is lowering his usefullness.
