Yep, if you get promoted enough the board will decide to make the club semi-professional and you'll be able to sign players to part time (and I think full-time) contracts. There are two around that level in England but I think they can become semi professional in the game as SI don't support these leagues unlike Queen's Park who are hard coded to stay an amateur club.
