getting non playable teams up in the ranks?

I was wondering if anyone have any experience with helping a club from lower non playable leagues, getting promoted to playable leagues by, say, posting alot of money into that club by overpaying for there players?

I have attempted to get Las Palmas At. (the B side) into Second Division B for a long time using FMRTE, and I have found no way of doing this so far. The only thing that matters to the promotion chances of 3rd division sides in Spain (or elsewhere) is reputation. Every new season, teams are promoted at random from the 3rd divisions, where teams with higher reputation has a statistically higher chance of getting promoted.

Having lots of good players in the non-division sides affects nothing, and playing well changes nothing too. I FMRTE-edited Las Palmas At.'s reputation to 5000 which is very high, three seasons ago and including dozens of reloading-attempts, they have still not got promoted.

It seems pretty hopeless.
