I'm guessing though that Belarusian is in a similar situation to Vlaamish in that it is close enough to the nearest relative language (Russian for Bearusian, Dutch for Vlaamish) that the game designers went with the one language for the country to save on coding, as the second language is not widely recognisable or spoken outside it's native area.
