quick question regarding finances (mainly involving liverpool)

hi all ive just noticed that when i start a new game as liverpool, however for some reason steve clark isnt there as the assistant manager so i edited him in to be the ass manager. when i started a new game the first time without him as the ass man i had a minimum transfer budget of £20 million, however when i started another game with him as the ass manager i had a minimum transfer budget of £34 million.

so my question is, is it normal for clubs to have different transfer budget just because of a change in assistant manager.

i should also add that i moved Kenny Dalglish from manager to director of football, but these are the only changes i made i didn't touch the finances of the club.
