Is this the way it is intended? Portuguese leagues

When checking on the teams that got promoted and relegated in all nations I have loaded in my main save I noticed something odd in Portugal at the end of the 2019 / 2020 season.

There 3rd tier has 2 promotion spot to 2nd tier while 3rd tier contains 3 groups, North, Central and South. The winners of these groups play a double round robin to decide which 2 of the 3 group winners get promoted. Winner of 2nd Division South and 1 of the 2 promoted teams was Maritimo B. That same season the 1st team of Maritimo were relegated from Portugals top league which would have put both teams in Portugals 2nd tier. Maritimo B was barred from promotion and another team took their place. The team that was promoted instead was not the group North winners Esposende, the 1 team that had failed to get promoted in the promotion playoffs. The team that did get promoted was Louletano, who had finished runners-up behind Maritimo B in group South and thus had failed to reach the promotion playoff alltogether.

As the titel, is this the way it is intended to be?

Don't know if it matters but I still play FM11 unpatched
