How can I encourage a player to go out on loan?

I have a really good regen who is 19 years old. I would like him to go out on loan to a League 1 club (Plymouth). It's second season and I am Leicester in the Premiership. He keeps rejecting the loan move, even though the first team football would be great. He has played a fair few games for me this season, though. Is there anyway that I can encourage him to go out on loan (January transfer window)

There is a "good" to make almost any player to go on loan even if the club is much lower ranked.

1. Offer the player to other clubs (He might get upset, but there new interaction system is better to make him happy again)

2. Offer 0 to all clubs in a transfer

3. Hopefully there are gonna be lots of clubs wanting him, if you have more than two clubs wanting him for 0, then proceed to the next stage. :)

4. Mark both offers offered for that player and negotiate them.

5. Now negotiate for an loan offer and send it...

6. Now that you have gotten loan offers, accept the one you like most.

7. Only one problem might occur, and that is that the clubs might offer only 3 months loan and no more... that is the downside of this.
